Tasks - add ability to add a default Note when tasks are added non interactively

Description

Tasks can be added to products that automatically create a task at a scheduled future time when that product is billed. Future date is configurable as is the worklist and type. However when tasks are added non interactively there is no context to the task - ie it might be a phone call but there is no reason why. The task might be associated with an anaesthetic charge but that is not obvious from the worklist view.

A default note is added that is used when a task is added non-interactively and configured at the product level. ie
