Enable OTC payments to be viewed in Customers - Payments

Description

With the new EFTPOS support, it is possible for OTC payments to be left unfinalised if there is a failure mid-transaction (e.g. browser closed). Enable OTC customers to be selected in Customers - Payments in order to fix these transactions. The New button should be disabled.
