Allow reversal of payments/refunds with No Terminal eftpos transactions

Description

At present, payments and refunds cannot be reversed if they contain APPROVED EFTPOS transactions, as there is no support to automatically debit/credit the associated card.
If all of the transactions are No Terminal transactions, allow reversal.
