Provide option to prevent sale of restricted drugs over the counter

Description

Provide a practice level option 'Prevent Restricted Medication Sale OTC' to prevent restricted medications being sold in Counter Sale transactions. When enabled, these can only be sold when linked to a patient in an Invoice.
