Reminder rule with both SMS and List ticked will generate SMS reminder for customer with no SMS contact

Description

If a reminder rule has both SMS and List ticked, and a customer has a phone contact without SMS ticked, both an SMS and List reminder item will be generated.
No SMS reminder item should be produced. It will error when sent.
