Add a practice level flag "Ignore List Price Decreases" that will disable auto-price updates if a delivery item List Price is less than the existing product-supplier List Price.
The flag should be turned off by default.

In order for this to work, new delivery items can no longer create or update product-supplier relationships. This will instead occur when the delivery is finalised.
