A little bit of refactoring is required as all templates are currently considered to be well - templates.
Static content needs to be handled a little differently.
It may also be possible to send images for printing via OpenOffice.
One thing to note: if there are multiple documents to be downloaded instead of printed, they will all download simultaneously.

Currently customer and patient form templates have to be open office or word documents and are merged as part of the form generation process.
We need to support static non merged customer and patient form content. Initially, this will be PDF content.
